Don't open multiple topics for one problem!

For a chance to get it working in the DVBViewer you would need a DirectShow Filter version of the Codec.

https://msdn.microsoft.com/en-us/library/windows/desktop/dd375464(v=vs.85).aspx

So the "AVS+ Player" thing is useless for a connection with the DVBViewer.

And where is the Source Code for the modified LAV Filter version?

LAV Filters is publicist under the GPL. Which mean if you give a other person access to a changed version you are bound by contract to provide the exact source code from which every one can build exact the version you distributed.

I will delete the modified LAV Filter version and you can post it again if you are able to provide the source code. If not don't post it again.

The best solution would be to send the necessary changes as pull request to the LAVFilters (or FFmpeg) repository to get it integrated in the official version.

https://ffmpeg.org/developer.html#Contributing

And over all, we are at the same point as in 2015:
