The UK uses AFD flags embedded in the stream to indicate how 16:9 should be cropped/zoomed. The BBC for example use 16:9 anamorphic exclusively and so they pillarbox 4:3 content into the 16:9 frame and the AFD flag tells the decoder to crop/zoom.
