This issue has been reported a few times. Back in 2005, it was suggested the installer was not setting a path correctly and the program would load from Explorer. A more recent post suggested a link with Google Chrome.

 

I just noticed (after experimenting with display settings) that this occurs every time I log off and on. The first launch attempt after logging on will always fail and must be aborted through Task Manager, but subsequent launches are OK.

 

This is not something that will normally affect me, as I don't log off at all except for necessary re-boots, but I thought it worth reporting in case any other user is looking for clues. It could possibly be cured by a re-install but I can live with it for now.
