You don't need a graphics card in the server for the DMS at all ?

The DMS ist just transferring extracted data streams to the clients. All video processing (MPEG, H.264, H.265, ...) is done at the clients, not the server.

Only if you transcode streams to different formats i.e. with ffmpeg for special clients the cpu of the server has to do the work.
