TransEdit's Window Management doesn't support Cyrillic

Generally the only TransEdit part that fully supports Unicode is the Analyzer. However, on a Russian PC (configured for Russian language in the regional settings of the Windows control panel) Cyrillic letters should be displayed correctly. Since this is the case in the Preview window title bar, but not in the windows management, it looks like a real bug.
