TransEdit 4.2.4.1 IPTV scanner blind scan issue:

239.186.x.y multicast range

ONID=1 active channel

ONID=0 inactive channel
Filter 3 actually won't care about it.

This applicable to any older version.

Request feature:
care flag 1 active/ 0 inactive channel with filter3
