Croping a 1920 X 1088 Transport stream

Most euro providers (especially in the UK) seem to broadcast at 1920 X 1088 where as my tv is only 1920 X 1080 pixels this means I get a funny black bar at the very bottom of my screen. I have tried using the stretch function but I cant get it right, if possible I would like a crop function that removes the bottom 8 rows of pixels and stretches the image to fit !!! the whole screen
