I ordered via paypal but i have not recieved any link or any email from dvbviwer.

I have also send an email to the email address provided and no response yet.

According to the website I should recieve an email with in 10 minutes.

anyone has any idea how long does it take?

10 minutes? That's new, usually it's within 24 hours. Well, in Germany there's "Rosenmontag" today, maybe that's the reason for the delay.
