USALS and locale settings

Hi,

I just found 2 things (but working) for using USALS,

1 ./ the latitude and the longitude need to be entered following the format number localized : here in France we write floatting point value vw,xyz not vw.xyz, point replaced by comma, and this valus are really stored now.

1 ./ the west position correction start for the complement of the physical longitude, for sample, I am at 2.933 E 48.7 N and I can access Thor 2/3 at 0.8W without correction.

 

Now my real problem to bypass the west bug, I have see in this forum many post talking about of the disec.exe program, but it doesnt exists any reference how to find it, Google found 5 reference (2 for this forum, 3 for other forum) but none can help to find this tool.
