Any way around this problem ?

There is a new HD channel on Sky called Sky Sports 3 HD. It differs from the other HD channels on Sky by the fact it seems to use a varible bitrate rather then constant, so for instance it ranges from between 7 to 18mbit rather then sticking at 18mbit like the others. Anyway, when I record the channel and try and re-encode in my other software there is always a flicking every few frames (see video file below). But if I encode from one of the other HD channels instead then it is fine. Bare in mind the 1st recording is fine when I view it, no problem, it is only when I re-encode to another format (or different bitrate in same format) that this happens. It doesn't matter what format I try to encode to, mpg2 HD, H264, DV, etc etc, the result is the same.

Would it help if I change the encoder used ? If so, how do I change that ? I know how to change the decoder, but I guess that is only for what is viewed, not recorded. I use FireDTV S2. As mentioned, the original recording is fine, it is only when re-encoding that this happens. Below is a 14mb clip of what I mean (advert is used to avoid copyright issues).

Thanks for any help. I do of course use the latest DVBViewer, I have not tried other software to see if it differs.
