I would like the ability to map the mouse browser back and browser forward buttons to skip back/forward in DVBViewer (i.e. mouse "browser back" skips back 5 secs, mouse "browser forward" skips forward 30 secs).

Mostly the Mouse manufacturer provides a tool to map the buttons to keyboard short cuts.
