I have a message:

-server PC, which is running Windows Server in which an internal DVB-S card

-client PC on which it was installed DVBViewer

The United Network for 1Gbps.

DVBViewer it can be adjusted so that carries the video from the server as if the tuner to clients across all functions? (recording, switching)

Yes, via DVBViewer Recording Services; in the Wiki there is also a Recording Service Installation Guide
