When recording HDTV in DVBViewer the recorded file is a TS video format file.Can be recorded in MPEG 4 H-264?

No, the TS container were choosen by the developers probably cuz of its flexibility allowing a big range of video, audio and subtitle formats/codecs.

But TS can easily be converted to MP4.

I can't play nor convert the TS files generated by DVBViewer.Any idea why?

No, it is impossible to say why with no background information what so ever.

Use VLC media player (you can google it), it plays pretty much every file format there is.
