Highest Timer priority

The wiki explains the recording service, however it doesn't explain the timer priority fully. I have seen that priorities can be 0 to 100 but there is no explanation which priority is the highest, 0 or 100. I think this should be explained.

I've edited two wiki pages that mention the priority. I hope that the RS API page priority does include this, otherwise it was a waste of time doing it.
