1 & 2: If you need to restart DVBViewer or you have to physically remove the tuner to regain normal operation, that's probably caused by the tuner's driver. Also, signal variations have nothing to do with DVBViewer.

3: You need to monitor your CPU usage. It's probably too slow and falls behind work. You may improve the behaviour by choosing some other video codec, depending on the stream type. Something like LAV filters (which I don't use, but you can try it)
