Im currently with DVBViewer 4.9.6.20 and RS 1.9.6.0

Can I update ONLY RS to latest version ? Will they work together ?

Yes, they will work together. You wont be abled to use the RTSP device though, cuz 4.9.6.20 doesnt support it.
