Astrometa DVB T2 USB Stick, signal is always 100% strength

I have problem with new usb stick

 

On the new one I bought Astrometa and USB stick came with: RTL2832P (HBF7401 ....) + Sony D2837ER ... Signal meter is (wrong) show 100%

 

On the old one DVB-T2 Astrometa that USB stick with: RTL2832P (E7N1701 ....) + Panasonic MN88473 ... Signal meter is OK


Does problem with usb drivers or something other?

Just received RTL2832P and wills ee if I can make i work with DVBviwer and W11 !
