Possibilty To Buffer Live Stream Before Playing It.

I would find usefull to buffer video stream before playing it (like time sift but buffer size shoul be rather small, because timeshift can fill whole harddrive, and if buffer size would be like 15mb or bit more it would solve the problem but wouldnt fill the whole harddrive.) Just like recording buffer does now. Now i have annoying lags in dvb video stream. This option to buffer dvb stream before showing would be the easiest way to solve it. In my case this problem occurs in cable network and is caused by signal, its quite impossible for me to do anything to signal because i live in apartment building.
