Crop a couple a lines from bottom on TV

In some TV channels I'm seeing a couple of extra lines in the bottom of the screen.

The worst thing about these lines is that they are blinking almost all the time.

 

If I use the zoom control for moving the picture a couple lines down, will DVBV do thisfor everything?

 

What's the best way to crop a few lines from the bottom?
