There is not a "predefined" best one, the best settings for a specific PC are depending on too many variables (HW, O.S., driver and so on...) and the best and fastest judge are your eyes... Anyhow there are many infos about that topic in the Options DirectX wiki page... But if you are in a hurry my suggestion on A&V codecs - if the PC is XP based - is LAV Filters suite, freeware and suitable for almost all A&V type of stream; if the PC is 7 or 8 based you can find other suggestion here in the forum (eg Microsoft and Cyberlink), but probably LAV Filters are working just fine also on 7 & 8 O.S..
