Question, is there a plugin for recording gif for DVBViewer?

No, the DVBViewer records always the format which is transmitted from the TV station.

 

But you could use ffmpeg to convert a recording in a gif.

But without reducing the quality the resulting file would be noticeable bigger.

 

gif is not suitable for videos. If you use it in nowadays at all, it would be for short clips (some seconds).

And therefore you would to need to edit the recording prior exporting it as gif.
