DMS Does not accept commands from Localhost when TCP window size set to "experimental"

Hello all,
as does the title say, 
When TCP IP stack params are modified on a machine that is hosting DMS,  it is not possible to localhost to it using either http interface or a configured 127.0.0.1 RTSP device to watch actual channels.
More specifically, the conflicting parameter is "tcp window autotuning"
Setting it to "experimental" with the neighbouring "windows scaling heuristics" set to disabled, although beneficial for low-latency high bandwidtch connections like fiber and in all 90 per cent of cases, makes DVBViewer behave unexpectedly.

Any request from localhost either RTSP, (554) both HTTP servers or RTSP/Data 52000 plus ports, timeouts with no further info to troubleshoot.
What is more interesting, accessing the same server from any other machine in the local network is possible, and, according to the expectations gives a little bit better performance in case of fringe areas (wi-fi etc). on the client end.
Actually no Idea how to resolve this without reverting back to normal window.
Problem exists since 2.1.X and continues onto now.
